it can. as long it runs iOS.

AFAICT, nothing that is planned for any mobile platform is going to make
this possible (excepting, perhaps, "community android"). maybe tweaking
pulseaudio on some non-android platform can do it, but i'm not aware of
that as a plan or a reality

on apple, you get a camera/game adapter that will you you connect USB
devices to it, yes. fairly cheap, and good enough that you can run a
Presonus 1818 audio interface on it (18 channels in each direction). at
least for tablets, not 100% sure on the phone situation.
